In the 2020/21 financial year, the City of Canada Bay Capital Works program had a total budget of $80.21 million. Of that budget to date, we have spent $38.88 million. Click on the headings below to see how all our Capital Works projects are tracking.

Parks and Recreation

Wangal Reserve and Punt Park POM Actions $133,000 $17,000 1 Stage 1 works were completed in 2019. 
Stage 2 works were completed in 2020/21 and included a new playground and flying fox,  jetty works, accessible parking and beach access to launch kayaks.
Stage 3 works will entail interpretive signage, foreshore pathway improvements, planting and tree works.  Design is underway for the headland sea wall

Drummoyne Oval/ Taplin Stormwater re-use $100,000 $139,000 1 The Stage 1 pipeline installation works were completed in Febrauray 2021.
Stage 2 pump station works were completed in September 2021. There have been recent investigation works on Gross Polutant Traps (GPTs).
Draft drawings for Stage 3 to upgrade the recycled water treatment plant have been revised for delivery in the FY 22/23.
Annual Shade Renewal Program $26,000 $1,000 1 A shade sail will be installed as part of the Queen Elizabeth Park playground upgrade to be delivered in mid-2022
Deakin St Foreshore Access $0 $0 1 We are preparing a lease with the Department of Planning, Industry and Environment (DPIE) over the site.  We have been successful in obtaining funding from the State Government's Metropolitan green Sapce Funding Program.  Concept designs will be prepapred to share with the community in early 2022 as part of the Majors Bay Reserve Recreation Precint project.
Create a Swimsite at Bayview Park $1,056,000 $2,000 1 In September 2020 we consulted on a concept design, a summary was presented at the 17 November 2020 Council meeting. In September 2021, a Development Application was approved for the proposal.  Tenders have closed and are being assessed. Council is in the process of attaining a Construction Certificate with works anticipated to commence late March 2022. Council's Places to Swim grant application has been successful. It is expected the project will be delivered July 2022.

McIllwaine Park - River Activation $5,126,000 $263,000 2 Construction at McIlwaine park is currently underway. Works to date include earthworks, installation of drainage and construction of shared path base layers .

Recent wet weather and supply chain issues due to Public Health Orders and Covid19 restrictions have caused some delays to the project. Works are now expected to be completed mid year.

Park Signage Audit & Renewal $80,000 $23,000 1 Bay Run -  Work to remove old signs and replace where necessary is being planned.
Park Signage - Park Identifier signs for selected parks is being prepared following appointment of contractor. Works include renewal of existing Condition 4 & 5 signage and instalation of new signage where a need has been identified.
Package 2 signage work is being prepared.

Parks Renewal Program - Non - Playground Equipment $63,000 $60,000 4 A high fence has been installed at Murphy Reserve, Mortlake to improve the multi-court facility for the community
St Lukes Oval Rebuild $1,890,000 $822,000 1 Civil works have now been completed.
Field works currently underway with some delays due to poor weather and sourcing materials.
Athletics works have been completed, with the installation of a new long jump area, a new warm up track and the widening and rebuild of the Oval.

Massey Park Golf Course Safety Screens (Alongside 2nd hole) $0 $0 4 The 2nd hole at Massey Park golf course has been reinstated following the completion of the safety screens installed in mid 2021.
Lysaght Park Path Lighting and Vegetation $5,000 $5,000 4 This project was delivered in 2021. The objective was to maintain the perimeter landscaping that was planted in March 2021. Playground upgrade - Queen Elizabeth Park $27,000 $7,000 2 The initial round of community consulation closed in February 2021. We also consulted with an ecologist on the design in April and we are now finalising the concept design and seeking quotes with works expected to commence late May 2022.
Second round of consultation to occur in March 2022.

DIAP - Parks & Playgrounds $160,000 $64,000 1 Funding has been allocated for the renewal of the playground and pathway works at Queen Elizabeth Park.
Access pathway improvements at Cabarita Park were completed in October 2021.
Playground upgrade - Fred Kelly Place $40,000 $36,000 1 Playground upgrade works were delivered in December 2021. Awaiting a final inspection to formalise completion.
Water Meter installations $25,000 $0 1 As part on our ongoing supply of recycled water for irrigation of our playing fields and golf courses, we are upgrading the water meters that keep count of the water we are saving.
Bushcare Conservation Sites - Werrell Reserve $17,000 $0 1 An RFQ has gone out for bush regeneration and planting works at Werrell Reserve. These works will help to  re-establish the natural flora & fauna at this site.
Nield Park Sportsfield Lighting $115,000 $94,000 1 The replacement sportsfield lighting at Nield Park has been installed. Finalising related works.
Greening our City 2020 Round 2 $100,000 $0 1  planting was recently completed for streetscape and open space locations. Tree maintenance is now underway. Key streets including Blackwall Point Rd, Chiswick and St Albans St, Abbostford, Five Dock Park, Rodd Point Park, Russell Park, Campbell Park, Lysaght Park and Mortlake (selected streets). 
Round 2 - Locations for another 800 trees to be planted in Autumn 2022 have been identified and consultation completed.
Round 3 - Locations for another 500 trees to be planted in Autumn/Winter2022 have been identified and consultation carried out during September/October 2021.

Livvi's Place - Playground Accessibility Improvements $55,000 $0 1 We are working with the Touched by Olivia Foundation to upgrade Livvi's Place at Timbrell Park. Community consultation has closed and Council is seeking  Requests for Quote.

Five Dock Basketball Court Upgrade $40,000 $0 1 We are currenlty seeking additional grant funding, which will see a new full sized basketball/multi-purpose court developed in Five Dock Park. In the interim we are giving the exisiting mini basketball court a face-lift, these works were completed in October 2021.
Cabarita Park Playground Fencing $7,000 $0 4 The new fencing was installed at the end of June 2021. 
Majors Bay Reserve Recreation Precinct $300,000 $3,000 1 We have been successful in obtaining funding from the State Government to improve the recreation facilities at Majors Bay Reserve. Council's bid to aquire the Concord RSL was unsucessful.
We have now appointed a contractor to deliver the  Recreation Concept Masterplan and we will consult with the community as the project progresses.
Howley Park East park upgrade $150,000 $28,000 1 The community consultation on the the concept design has now closed. The feedback will inform the second round of consultations in May. Improvements will include access to the water's edge and better use of the foreshore for the community.
Great North Road - Median strip Tree removal and re-Planting $83,000 $76,000 1 In July, six Eucalyptus punctata trees were removed and replaced with eight mature Japanese Zelkova trees on Great North Road between Lyons Road and Barnstaple Road. The new trees are more robust, fast-growing, and require less maintenance.
The trees will be maintained for a 12 month period.
Timbrell Park BMX Track Works $25,000 $25,000 4 Following the completion of heritage investigations at Timbrell Park  BMX bike trail, we are now working toward reopening the bike trail by end fo November 2021.

Annual Accessibility Works Program ( Bus Stop Upgrades etc) $596,000 $294,000 1 This program aim at improving pedestrian accessibility and footpath connectivity within our LGA. A Pedestrian Accessibity and Mobility Plan (PAMP) has been prepared and now adopted by Council. The works include footpath accessibity works from PAMP as well as bus stop upgrade works. The budget has been increased from $50k to $400k to fund the PAMP priority works . New footpath works along Norman street, Concord, Bayswater Street, Drummoyne  and Crane Street, Concord have been completed. Footpath improvements at Salton Crescent and along Gipps Street, Concord areat planning stage.

Queen Street, Strathfield footpath is to commence by end of February. Salton Cres footpath link & Gipps Street footpath widening have been handed over to PMO for delivery 
Annual Capital Works Traffic Facilities Program $207,000 $115,000 1 Annual Traffic Facilities works ensure that the existing facilities are maintained to an accepatble service level and to bring them to current standards where possible. The majority of these facilities require a design and approval from the Canada Bay Traffic Committee. A program of works was prepared and works commenced in mid October 2021. Package 1 of traffic facilities works are now complete. Traffic facilities in Melbourne Street will also be renewed under this program.
Cooper Street, Strathfield - Upgrade Works $900,000 $152,000 1 Drainage improvement works are currently underway. Cooper Street streetscape improvement works between Parramatta Road and Hilts Road nearing completion and lanscaping is pending. Works in Hilts Road has commenced.
Annual Footpaths Renewal Program $460,000 $10,000 1 This program aims to address any network wide issues in terms of their functions, conditions and deficiencies. A footpath renewal program is prepared annually based on the priority. The footpath condition audit that is currently being reviewed and finalised will inform the network conditions, the priorities and the relevant treatments. An interim program of works have been prepared. Footpath improvement works along Parramatta Road (between Franklyn Street to Coles Street) are currently being investigated.
Annual Kerb/Gutter Renewal Program $249,000 $254,000 4 The  programmed kerb & gutter works have been completed.
Annual Regional Roads Program $122,000 $0 1 Regional Roads program is funded by TfNSW. Hampden Road, Russell Lea has been chosen for 2021/22. The slab replacement works at the intersection of Harris Road  and Queens Road is now complete. Hampden Road slab renewal works is expected to commence by March 2022.
Annual Road Pavement Renewal Program $481,000 $61,000 1 This is supplimentary to Regional Roads program only. 
Road Resurfacing Program $1,869,000 $1,490,000 1 Council will be investing $6 million on Road Renewal works in the FY 2021/22. In addition to Road Resurfacing program, the funding also comes from the Federal and State programs such as:  Local Roads and Community Infrastructure Program, Roads to Recovery Program, Regional Roads Program. Following a delay due to COVID restriction, Road Resurfacing works commenced in early September with almost 90% of the works now completed. Argonne Street resurfacing has been delayed due to recent wet weather and Sydney Metro investigation works. The works are now planned for early March. Strathfield Triangle resurfacing is pending civil works.
Roads To Recovery Program $404,000 $348,000 1 This program is funded by Federal Government for maintenance of local roads. The works are being carried out as part of Council's Roads Program 2021/22 between August and December 2021. 
The Terrace - Embankment Stabilisation $60,000 $13,000 1 The design element of this project was given to TTW and design documentation has now been completed. However,  the construction documents are being finalised with ausgrid approval on power pole relocation pending. The works are expected to commence by mid to late 2022.
Traffic Committee Initiatives $40,000 $0 1 To enhance road safety, new traffic islands are to be constructed in Tavistock Street either side of Marlborough Street. Detailed designs for these works are currently being prepared. 
Public Domain Plan Transport Interchange at Station Precinct $10,000 $8,000 1 Rhodes station public domain concept plan has been prepared and Council is seeking TfNSW feedback on the proposal.                                                                                                    Raised pedestrian/cyclist crossing on Shoreline Dr at Guathorpe Street has been approved at October Council meeting and the construction is nearing completion. Some delays have occurred due to current Covid-19 restriction and recent wet weather.
New Cycle Connection QEP and Burwood Park - UIAP $289,000 $64,000 1 This project is a NSW Government initiative through the Parramatta Road Urban Amenity Improvement Program (PRUAIP). Stage 2 construction funding of $1.7m was allocated to this project by NSW Department of Planning, Industry and Environment (DPIE). Broughton Street Cyleway is was open for public use from 29 April 2021.
Canada Bay Bike Plan $20,000 $6,000 2 A new Bike Plan is currently being prepared for the whole Council area.  For more information on this plan please visit https://collaborate.canadabay.nsw.gov.au/draft-bike-plan
Annual Bridge Renewal Program $150,000 $0 1 This is an annual program to assess, renew and repair Council  bridges. A bridge assessment report was completed in 2018. Further assessment to Gipps Street overpass along with repair works  is currently underway. 
Intersection Upgrade George and Pomeroy Street $55,000 $49,000 1 This project will be funded by Department of Planning.  A Final Business Case has been preapared to support the proposal. Extensive investigations on services are required. The preliminary costing has increased from $6.2m to $12.5m due to extensive service relocation works. Detailed design is currently underway . A final Business Case will need to be prepared and submitted to iNSW for stage 2 funding approval. 
Rhodes Station Public Domain Construction works $230,000 $135,000 2 Shoreline Drive Shared crossing is to be delivered as part of Rhodes Station Precinct public domain works. Construction works are now complete except installation of street lights which have seen delays due to supply chain issues. 
Regional Cycleway Upgrade - RMS Grant $1,354,000 $440,000 2 Construction has commenced on some segments of the cycleway however, some segments require additional investigation and consultation prior to construction. Canada Bay Bike Plan Implementation Program $220,000 $209,000 4 Byrne Avenue shared path works are now complete. Community consultation on additional cycling projects at other locations will be undertaken in March 2022

Tennyson Road, Mortlake Pedestrian Crossing $140,000 $65,000 2 The construction of a new raised pedestrian crossing on Tennyson Road near Bertram Street has commenced with installation of street lights.
Homebush Bay Drive & Harrison Avenue Crossing Design $7,000 $6,000 3 Design & Documentation only.                                                                                  A concept plan has been completed and Council is currently seeking comments from TfNSW.
Clermont Lane - Parking Barrier $15,000 $0 2 A number of options for permanent parking barrier in Clermont Lane was considered and consulted with the adjoining property . All options are being investigated by Council. DA approval is required for the parking barrier. 
Local Roads Heavy Patching Program $598,000 $245,000 1 The works will be completed as part of broader Roads Program . This funding will  be spent on heavy patching works and scoping of works identified in Council's 2019 Road Condition Audit . Works are nearing completion under the program.

Park Avenue/Renwick Street - pedestrian refuges $10,000 $10,000 4 Following the installation of new pedestrian refuges in 2020/2021, additional pedestrian fencing has been installed and redundant pram ramps removed.

Wellbank Street - Design car parking treatment $10,000 $0 1 Investigation and design work will be undertaken later this year

Footpath Condition Data Collection $63,000 $0 2 Condition assessment for footpath assets was commenced in the secod half of 2020/21. This will assist to inform the footpath programs for next 3 years.  PMS has been engaged to undertake the audit.  Field survey is now complete with data processing has commenced.  The data processing works have been affacted by Covid shutdown in states and overseas.
Local Roads and Community Infrastructure Program $2,010,000 $1,866,000 1 This program is funded by Federal Government as part of a COVID-19 stimulus fund for local councils.  Local Roads and Community Infrastructure Program - Round 2 (LRCI 2) will be spent on local roads. The works are to be carried out as part of Council's Roads Program 2021/22 between August 2021 and February 2022. 
Gale Street Pedestrian Crossing $71,000 $71,000 4 The works are now complete. This project delivered a new raised pedestrian crossing in Gale Street outside St Patricks Church and floodlighting.    
Federal Stimulus Road Safety Program School Zones $450,000 $232,000 1 Pedestrian infrastructure upgrades are being undertaken at a number of locations. Consultation was undertaken with the community surrounding these works in August 2021. Construction of the works have commenced from late 2021 and will continue into early 2022.

Kokoda Track - Storage & car park lighting $83,000 $73,000 1 Office and storage works completed in September 2021.
Drummoyne Pool Renewals $127,000 $82,000 4 This project was completed in time for the start of the 2021 /22 pool season. Drummoyne Swimming Centre has received major treatment to the pool deck, grandstand, steel structures, roofs and pool shell, as well as tweaking the colour scheme to provide a more vibrant look and feel to the facility. It has taken the majority of the off season to grind back and level all floor surfaces which were finished with a lighter, slip resistant coating. 
Cabarita Pool Renewals $143,000 $97,000 4 This project was completed in time for the start of the 2021 /22 pool season. Extensive work was undertaken to achieve a concrete finish on the main deck, and a new colour scheme was applied to the toddler pool to brighten up the facility. Timber decking and walls were refreshed throughout and the main staircase was replaced. 
VACC- Installation Emergency Release Gate Locks $11,000 $1,000 2 A quotation for works has been received and delivery is expected mid March 2022.

Halliday Park - Automatic Toilet Installation $388,000 $261,000 1 Works are underway.  There have been some delays due to Covid and poor weather. Scheduled for delivery end of March 2022.
Redevelopment of Concord Oval $40,290,000 $22,758,000 2 Piling of Building B complete.
Building A on traget to be completed by March 2022.
Charles Heath Reserve Project $1,593,000 $228,000 1 Construction tenders have closed and evaluation is in progress. Construction expected to commence end of March (conditions permitting) with completion scheduled for Nov/Dec 2022. 
Timbrell Park Fields and Amenities Upgrade $2,395,000 $674,000 2 Slight delays due to Covid restrictions and latent conditions on site.
Goddard Park Crib Wall remediation works $300,000 $7,000 2 Works to be separated from the building works due as further investigations required.

Foreshore Structures - Iron Cove $300,000 $58,000 1 Council is preparing the design for the renewal of the Sisters Bay seawall. Council will seek further grant funding to enable renewal works to be performed in future years.
Drainage - CCTV inspections condition rating and defects $60,000 $19,000 1 Council undertakes an annual programme of CCTV inspections of its stormwater pipes to monitor the condition of its pipe network and identify pipe repairs and renewals.
Drainage  - Polding St $166,000 $166,000 4 Council is renewing the stormwater drainage system to maintain its functionality. Surface works and pipe relining are fully complete. 
Floodplains - Powells Creek East Catchment FS, FRMS, FRM $201,000 $32,000 1 Council has prepared a draft Powells Creek Flood study which will be consulted with the community in 2022.
Uhrs Point recreational craft launch facility $1,091,000 $965,000 4 Construction works for the Uhrs Point Passive watercraft Launching Facility is complete. This facility was opened to the public on 26th February 2022.
Pedestrian Crossing Safety Improvement Program $240,000 $18,000 1 The lighting designs for each crossing have been completed. The construction contract will be awarded in March 2022.
Minor pit and lintel - Drainage Renewal $176,000 $43,000 1 Council will be renewing 45 drainage pits to ensure function of Council's stormwater drainage network. A program of pit and lintel renewals has been scheduled for completion in April 2022.
Drainage Renewal Ada Street Tonkin Pipe line Re-lining $12,000 $12,000 4 Council has completed the relining of the stormwater pipe in Ada Street, Concord.
Stormwater Pipe inlet safety program $100,000 $0 1 Council is implementing a program of improving the safety of its drainage inlets to lessen safety  risks  to the public. A program of works has been scheduled for completion in April 2022. 
Massey Park Landfill Protection Renewal $350,000 $195,000 1 Council is preparing a design for the renewal of Massey Canal and Seawall
Moala Concord Hospital Culvert Renewal $10,000 $9,000 1 Council will undertake relining of a stormwater pipeline in Moala Street Concord.
Light Poles Condition Report & Priority Renewals $155,000 $2,000 1 Council is currently auditing its public comain poles to maintain community safety.
LED upgrade to Council public domain lights $200,000 $0 1 Council is preparing a programme of LED upgrades for its public domain lighting systems to improve reliability and reduce energy consumption.
Drainage SPEL SVO360 GPTNullawarra Ave and Mepunga ST $165,000 $0 4 Council has completed the installation of a Gross Pollutant Trap in Nullawarra Avenue to improve the water quality entering the Parramatta River.
